This position involves work related to building maintenance, property upkeep, groundskeeping, and assisting with seasonal operations and township events. Minimum of two (2) years’ experience in maintenance, facilities, groundskeeping, landscaping, or a related field preferred. Hourly rate: $28.00 per hour, plus medical, dental, and vision insurance, paid time off, and participation in the Township retirement plan. Welcome to Elizabeth Township Board of Commissioners Administration Police Department Public Works Code Enforcement Sanitation Tax Collection WHO WE ARE WHO WE ARE Elizabeth Township lies between the shores of the Youghiogheny and Monongahela Rivers with a population of roughly thirteen thousand people, encompassing nearly twenty-three square miles in the southeastern section of Allegheny County. Elizabeth Township was formed from a part of Rostraver Township and was originally part of three counties: Bedford, Westmoreland, and Allegheny. This area was included in the large tract of land that was granted to the Penn family by King Charles II in 1681. In 1788, Allegheny County was formed and Elizabeth Township, named in honor of Elizabeth Bayard, wife to the founder of Elizabeth Village, was incorporated as one of its original seven townships. Some villages located in Elizabeth Township are Boston, Greenock, Buena Vista, Industry, Blythedale, Blaine Hill, Mt. Vernon, Victory, and Central. Elizabeth Township is home to the Great Allegheny Passage Trail. A trail for all seasons that follows the scenic Youghiogheny River along the former Pittsburgh and Lake Erie (P&LE) Railroad. The trail’s gentle grade, smooth surface, isolation from motorized traffic, and inherently scenic landscape offers visitors of all ages and levels of physical ability magnificent settings where they can safely walk, jog, cross country ski, or bicycle. The main access areas of Boston Park, Buena Vista, and Blythedale provide parking, benches, toilets, drinking water, bike racks, visitor information, picnic pavilions and security lighting. River access and historic interpretation signs are provided at key points along the trail. - Code Enforcement, Planning, & Zoning | Elizabeth Township
Our Code Enforcement Department is here to ensure your project goes smoothly and codes are followed throughout the Township. The Elizabeth Township Code Enforcement Department serves both Elizabeth Township and Elizabeth Borough. Code Enforcement ensures that codes and ordinances, particularly related to zoning, building, and property, are being followed. Township and Borough regulations place various restrictions on the use of property, and the location of all improvements and additions to property including but not limited to pools, decks, sheds, fences, home additions, etc. If you are considering improvements or alterations to your home, property, or business, please contact the Code Enforcement Department at 412-751-2880 option 2 to discuss your plans to determine if any permits or approvals are required. CODE ENFORCEMENT Occupancy Permits are required prior to anyone moving into an apartment, home, or business. These permits are issued after a township home inspection at the time of sale. Elizabeth Township requires Zoning Permits when adding an accessory structure to your property (swimming pool, shed, deck, fence, detached garage, etc.) or altering an existing accessory structure. Zoning permits are also required before any building permits are issued by the township. Elizabeth Township participates in the National Flood Insurance Program that makes flood insurance available to our residents. As a condition of participating in the National Flood Insurance Program, the Township has adopted a Floodplain Ordinance that restricts development in a identified floodplain and requires a review and permit for ALL work done within a floodplain. The Floodplain Ordinance also sets requirements for construction and development within a floodplain including elevations and flood-proofing. We would like to remind you about the requirements for a review and permit for all work in an identified floodplain. This includes: improvements or additions to structures, accessory structures such as fences, sheds, and detached garages. Many projects within a floodplain would require an appeal and a variance from the Township’s Floodplain Ordinance at a public hearing conducted by the Zoning Hearing Board. Please always check to see if a permit is required prior to starting any work in a floodplain. Also please note that storage of various items are regulated within a floodplain and no fill is permitted to be placed within a floodplain. If you are not sure if you are living in a floodplain, you can check your address by using the following link to the Federal Emergency Management Agency flood map service center: FEMA Flood Map You can also contact the Code Enforcement Department by calling 412-751-2880 option 2. THINGS TO KNOW FLOODPLAINS ZONING SITE PLAN EXAMPLES When you submit a zoning permit, a site plan is required so we can ensure you are placing your structure within the appropriate set backs. Below shows examples of what we are looking for in a site plan. A great place to start would be the Allegheny County Real Estate portal for approximate lot lines. Please be advised, that we may require an actual survey depending on the project. ZONING AND PLANNING BOARDS Zoning Hearing Board Planning Commission The Zoning Hearing Board consists of five members appointed by the Board of Commissioners for four-year terms. The Board's primary function is to hear cases requesting variances from the provisions of the zoning ordinance and floodplain regulations and determinations of the Zoning Officer. The Zoning Hearing Board meets the fourth Wednesday of every month at 7:00 pm. The Planning Commission reviews subdivision plans, rezoning requests, new and amended zoning ordinances and makes recommendations to the Board of Commissioners. Elizabeth Township owns and rents out a community center with three different buildings to fit your gathering needs. Address COMMUNITY CENTER 429 Duncan Station Road Elizabeth TWP, PA 15135 The Community Center is located at the old Girl Scout Camp: Camp Youghahela. The Township bought it in 2014. Contact Information There are no staff members who work directly out of the community center. To reserve the community center or ask a question, please call: 412-751-2880, Option 3 or stop by the Municipal Bulding during normal business hours. Community Center rentals are on a first come, first serve basis! Buildings are able to be reserved 1 year from the date of your rental. For example, if you want to reserve a rental on June 6th 2023 (Tuesday) the earliest you can reserve it is on June 6th 2022 (Monday) starting at 8:00 am. If the day you want to book the following year falls on a Saturday (example: you want to book Saturday June 10th, 2023), you may reserve it starting at 8:00 am on Friday June 10th, 2022. If the day you want to book the following year falls on a Sunday (example: you want to book Sunday June 11th, 2023), you may reserve it starting at 8:00 am on Monday June 12th 2022, because we are closed on the weekends. All forms along with a $100.00 security deposit are due within 5 business days of the date the hold was placed. If the buildings are left in good condition after your rental, your $100.00 security deposit will be returned the day after the next commissioner's meeting. If you do not turn in your security deposit and required forms within 5 business days, you will lose your hold and someone else will be able to rent the buildings for that day. Please turn in the following documents ("Rental Application Packet" on the bottom bar) along with your security deposit: Rental Application Hold Harmless Rental Agreement Special Request Form (If applicable) *Note - the freezer and a few of the ovens are not currently working in Building 3.
