  • Stormwater Management - MS4 | Elizabeth Township

    Elizabeth Township is continuously moving forward with our MS4 initiatives. Pollutant Reduction Plan MS4 MS4 stands for Municipal Separate Storm Sewer Systems which are systems or conveyances that drain stormwater runoff. This includes catch basins, storm sewers owned and operated by public or private entities, channels, ditches, curbs, etc. and is not part of a combined or sanitary sewer system. A Municipality is bound by the US Environmental Protection Agency (EPA) and the Pennsylvania Department of Environmental Protection (PADEP) to meet the state and federal stormwater regulations associated with the Federal Cleanwater Act under the MS4 Program. A municipality is considered an MS4 when a municipality lies within any urbanized area within the municipal boundaries. Elizabeth Township is currently considered an MS4 Permittee which is administered and managed by the PADEP. Through this permit the Township is required to develop a stormwater management plan that informs the general public, residents, businesses, employees, etc. how to manage stormwater and avoid pollutants from entering our streams such as sediment, metals, fecals, oils and grease, fertilizers, garbage, and more while complying with the MS4 permit requirements. Elizabeth Township is responsible for reducing sediment in the Fallen Timber Run and Wylie Run Watersheds under the MS4 Permit. The MS4 permit requires the municipality to reduce 10% of their sediment loading which is approximately 72,811 +/- lbs/year.     The Elizabeth Township Police Department is pleased to have a certified D.O.T Officer. The Elizabeth Township Police Department is responsible for roadway safety in Elizabeth Township, Forward Township, Elizabeth Borough, and West Elizabeth. ETPD services a large portion of State Routes 51, 48, and 136. In addition to the state roads, the townships house a variety of Industrial Complexes. Both the roadways and industrial zones invite high volumes of commercial truck traffic. The ETPD DOT program exists to ensure the monitoring of local and regional hauling and travel for roadway safety. The ETPD DOT program encourages interaction with CDL owners and operators for education, discussion, and inspection to ensure that commercial traffic is at the safest level possible for our residents and visitors alike. Elizabeth Township Police Department is a full-service agency. The department operates 24/7 and is part of the Allegheny County 911 emergency services system. Leadership MEET THE CHIEF - KEN HONICK Experienced in Private, Local, and Federal Law Enforcement, Chief Honick embarked on his law enforcement career in 1998 working for a local entertainment company supervising security and park police services in Ligonier, PA. In 2000, Honick became a full-time campus police officer for a large medical complex campus in Monroeville, PA. In 2002 Honick entered into Washington, DC Law Enforcement and began a journey with the Metropolitan Police, Metro Transit Police, and the Federal Bureau of Investigation. During his years in DC law enforcement, Honick held a variety of assignments, which included federal task force work, specialized investigations, and a variety of supervisory patrol and investigation assignments. Honick was honored to participate in and coordinate police services for six Presidential Inaugurations, an MLB World Series, an NHL Stanley Cup Series, Several NCAA Playoff Series, and Independence Day Celebrations. Outside of law enforcement duties, Honick also served with The International Teamsters Police Union as a Stewart and served as the President of the Metro Transit Police FOP Labor Committee. Chief Honick has a Bachelor of Arts Degree from Indiana University of PA focused in the studies of Criminology and Pre-Law. Honick is also an alumnus of the Elizabeth Forward School District. MEET THE LIEUTENANT - JERRY CIMBA My name is Gerald Cimba and I was recently promoted to the rank of Lieutenant at the July 3rd, 2023 Board of Commissioners Meeting. I have been proudly serving Elizabeth Township as a Police Officer since November 2007. In 2011, the Elizabeth Township Board of Commissioners, along with the Civil Service Commission, promoted me to the rank of Sergeant. The department still has three great sergeants serving our community after my recent promotion from sergeant to lieutenant. Throughout my nearly sixteen years with the Elizabeth Township Police Department, I have had the pleasure of meeting and working with so many incredible people, and I look forward to continuing to get to know more of you as I proudly take on my new role as Lieutenant of the Elizabeth Township Police Department. I have a rich history with law enforcement, which makes me confident in my new position. After graduating from McKeesport Area High School in 1998, I attended the IUP Police Academy and graduated in 2003. My law enforcement career kicked off later in 2003 when I began working as a Police Officer with the City of Duquesne on a part-time basis. A year later in 2004, I was also hired as a part-time officer in the City of McKeesport. Up until the City of Duquesne hired me as a full-time Police Officer in late 2004, I worked at both McKeesport and Duquesne, which provided me the opportunity to learn so much by working in two different environments. After working in the City of Duquesne for four years, I began my career here in Elizabeth Township, where I have comfortably settled into my current career. My wife and I have been married for sixteen years and have two amazing children. We have been residents of Elizabeth Township since 2008 which makes working here even more personal and enjoyable. I could not have progressed this far in my career without my family, and I am glad to share this experience with them, which makes playing a role in keeping our community safe and healthy even more important to me. SER-EMS, a Nationally Accredited EMS agency, operates from multiple base sites, including our primary operational base which is located in Elizabeth Township at 911 Swiss Way (Swiss Alpine Village Shops). SER-EMS became the new official name of Elizabeth Township Area EMS in October 2017 following a merger with neighboring Jefferson Hills Area EMS. The merger has proven to reduce response times, while continuing to ensure the community the best and highest level of care for whatever situation may arise.

  • Garbage and Recycling | Elizabeth Township

    Elizabeth Township's garbage and recycling services can be found here. Garbage collection in Elizabeth Township is contracted through Waste Management. Each resident who uses this service pays quarterly bills directly to Waste Management. Please direct all inquiries to the Waste Management Customer Service Center at: 1-(800)-458-4090 In Pennsylvania, Act 101 mandates that three materials from a list of eight must be collected by municipalities that are obligated to have recycling programs. (Population dictates those that must recycle.) Those eight items are aluminum, steel and bimetallic cans, plastics, high-grade office paper, newsprint, corrugated paper, clear glass and colored glass. As long as three of those items are part of the mandated recycling program, the municipality is in compliance. This originally led to each item being placed in a separate container with collection by trucks that had separate bins for each of those items. Advances in technology allowed for the evolution of single stream recycling in which all items are commingled in one container and collected without separation in the collection vehicle. Those items are then mechanically separated at the recycling facility. After separation, the recycled material is then sold into the appropriate market. Contaminates Unfortunately, a large portion of items people attempt to recycle are contaminated, thus resulting in these items being unable to be recycled and causing a negative impact on the environment. There are two types of contamination: “dirty stuff” and “wrong stuff.” Dirty stuff is just that: material that is not clean such as a jelly jar with residue remaining inside. Wrong stuff is material that is not recyclable, such as plastic toys, bicycle chains, garden hoses, intermingled with legitimate recyclables. When contaminated items (unrecyclable) make it to the processing plant, they are sorted from accepted recyclables and ultimately end up in up in a landfill - which is the most undesirable outcome of a recycling program. It is important for our residents to understand what is accepted and not accepted, so we can lessen our negative impact on the environment and ensure that we as a township are not wasting our recycling premium on items that cannot be recycled. How to Prepare Recyclables: Carefully sort and properly identify what can and cannot be recycled. Placing only the recyclables listed above in the recycling container is essential. Individually place recyclables in the recycling container. Do not first bundle them in a plastic bag and then put the bag in the recycling container. The plastic bag is considered to be “film” and therefore a contaminant which contaminates the entire container. Cardboard and paperboard boxes should be flattened before being placed in the recycling container. For plastic bottles, jugs and jars, use the following procedure: Empty, Clean and Dry. Watch for contaminants. Anything that has come into contact with food is considered to be contaminated and should be disposed of as trash. Examples are paperboard containers from fast food with cheese or condiment residue adhering to the side and grease-stained cardboard pizza boxes. Follow the shorthand guide to recycling: When in doubt, throw it out. Make sure the “wrong stuff” is not accidentally placed in the recycling bin.     The Elizabeth Township Police Department has a rich history that we'd love to share. A HISTORY: ELIZABETH TOWNSHIP POLICE Elizabeth Township Police Department is currently proudly serving Elizabeth Township, Forward Township, Elizabeth Borough, and West Elizabeth! Established in 1788, the Elizabeth Township Police Department serviced a large mining, and agricultural area, with a variety of residential properties spread throughout a roughly 23 square mile land area surrounded by the Youghiogheny and Monongahela Rivers, which is located in Allegheny County, Western PA. The early members of the agency focused on road safety patrol and responding to emergency calls for service related to traffic accidents and residential emergencies. As of 2023, the agency has grown, and Elizabeth Township Police now serves the communities of Elizabeth Township, Forward Township, Elizabeth Borough, and West Elizabeth which is roughly a combined 52 square miles of land and waterway. The community has grown and the population served by ETPD is roughly 18,000 residents with a variety of business, industry, recreational, and residential properties. Outside of the hundreds of miles of roads patrolled, and thousands of residential properties, the ETPD is responsible for police services for 12.5 miles of the Greater Allegheny Passage Trail, which runs through portions of the Elizabeth Township. The communities have dozens of baseball, soccer, and playground complexes throughout, which have become regular recreational spots for thousands of residents and non-residents during the spring and summer seasons. Elizabeth Township is also the site of Allegheny County Round Hill Park, which offers a live animal exhibit and a variety of picnic venues, as well as a splash water park . Elizabeth Borough is the site of a historic downtown business district, and its waterfront remains a thriving recreational boating and event hosting location. In the community of Buena Vista, a public swimming pool, which allows residents and non-residents a way to cool off in the summer season. West Elizabeth Borough is home industry, supply, trucking, and a variety of restaurant and night life venues. Each day, the ETPD team can find themselves serving a variety of these locations. ETPD’s police services now includes a patrol team, a general and narcotics investigations team, police K9 teams, and a school resource officer team. In addition, ETPD partners with the regional South Hills Area Council of Governments (SHACOG) and has representatives assigned to Motor Carrier Enforcement, Intelligence, Mobile Field Force/Civil Disorder Squad, and Major Crash Reconstruction/Investigation. Lastly, the ETPD is a partner with the District Attorney’s Office Narcotics Task Force and Regional Area Attorney General Narcotics Task Force.

  • Public Works | Elizabeth Township

    Our Public Works Department does everything from cutting grass, paving roads, and installing stormwater controls. PUBLIC WORKS DEPARTMENT Leadership The Elizabeth Township Public Works Department has 14 full-time employees. The Public Works Department maintains the Township’s approximately 100 miles of roads and is responsible for road construction and maintenance, storm sewer work, street signs, mowing, winter snow and ice removal, fall brush cleanup, recreational facilities, and maintenance for the township-owned vehicles and facilities. My name is Thomas Methven and I have been your Public Township Works Supervisor since November 2022. I have been married to my wife for twenty-two years and we have two children, ages sixteen and fourteen. I have long-term experience in road construction, maintenance, and road crew management. I started my career at PennDOT in 2003 as a plow truck operator/laborer, and was later promoted to Highway Foreman II in 2008, where I received extensive training in highway maintenance and winter operations. In this position, I was in charge of shed crews who did maintenance on local roads and plow truck operations on Interstate 70 and Route 51 in Westmoreland County. Furthermore, I ran the county-wide paving crew in paving roads throughout Westmoreland County. I ran a crew to repair three large landslides affecting state roads. During this time, I was asked to be a temporary Assistant County Maintenance Manager where I was in charge of a large geographical area of Westmoreland County with two sheds, four foremen, and twenty-six county operators. In 2015, I was promoted to highway foreman III and was put in charge of the bridge construction and maintenance crew for Westmoreland County. During that time, my crew and I would repair small bridges under twenty feet, replace small bridges with large diameter pipe or box culverts, aid engineers in streamlining construction techniques, and was tasked with repairing three structurally deficient bridges per year from the state’s structurally deficit bridge list. Something I am most proud of is in 2017, I worked with PennDot engineers to design a new GRS (Geo re-enforced soil) bridge. This new design would allow us to replace bridges faster with less costs by only using PennDOT laborers and no outside contractors. Then, in 2018 I started with Gulisek Construction as a heavy highway carpenter and ran my own construction company until 2022. The opportunity to return to municipal government and local road maintenance is what I enjoy doing, so the opportunity to work for Elizabeth Township was a good fit for me. Working for Elizabeth Township and doing what I enjoy makes me strive to work hard to improve the infrastructure and make our roads safer. I would like to thank the Township Manager and Board of Commissioners for allowing me the opportunity to work here and serve the community of Elizabeth Township. This allows our truck operators to identify mailboxes that stand in the way of the snow plow. Postcards are mailed annually to residents to alert them to the potential problem. Elizabeth Township repairs or replaces only a mailbox and/or post that is actually struck by the snow plow blade. Usually a paint mark or truck tire tracks supply evidence of a mailbox strike. Elizabeth Township does not repair or replace mailboxes and/or posts that fall from the force of the plowed snow. Mailboxes and supporting posts must be installed to withstand the rigors of snow removal, including the force of the snow pushed from the street onto the roadside. Contact Elizabeth Township Road Department to report a plow damaged mailbox, and a representative will investigate. In 2022, Elizabeth Township started a new system for organic material collection. The 24/7 brush drop-off bins previously stationed outside of the Municipal Building will NO longer be available. You will be REQUIRED to show an ID that proves you are an Elizabeth Township Resident to a staff member by ringing the door bell on the Municipal Building front door. An employee will be available during all drop-off times. The drop-off collection will take place at the Municipal Building (522 Rock Run Road Elizabeth, PA 15037) in front of the side fence. Look for the drop-off sign. Rules and Regulations: This service is for township residents only – remember to show your ID to a staff member in the municipal building prior to dumping your items. A worker will be on staff in the building even if it is after normal business hours. No stumps are permitted No roots are permitted No building material is permitted – organic yard material only No fencing materials No grass clippings No tall or ornamental grasses (ex. Zebra Grass) All leaves must be bagged Branches and yard waste must be clean – ensure there are no Christmas lights, roofing material, etc in any drop-off material. *SEASONAL BRUSH/LEAVES/BRANCHES AND CHRISTMAS TREE PICKUPS WILL CONTINUE AS NORMAL.     Taxes can only be processed by the elected Tax Collector. The Elizabeth Township Tax Collector is the elected municipal officer designated to collect school district and municipal real estate taxes levied under the Pennsylvania First Class Township Code. All Tax Collectors in Pennsylvania are elected by the voters for four-year terms. The Tax Collector’s office is located at the Elizabeth Township Municipal Building. The Tax Collector is the only individual authorized to collect your tax payments. The preferred method of tax payment is utilizing the black drop box located outside of the Municipal Building labeled "TAXES". If you'd like a receipt, please include a self-addressed stamped envelope with your drop-off. If you'd like, you can make your payment in person at the Elizabeth Township Municipal Building during the tax collector's business hours. Credit card and cash payments are not accepted.     Buena Vista Pool is run by the Buena Vista Fire Department and is a great way to beat the heat during the summer. Buena Vista Pool is located at 120 Styche St Buena Vista, PA 15018 and is open to the public during the summer months. The pool is owned and operated by the Buena Vista Volunteer Fire Company and hosts two water slides, a large grassy area, a newly built pool house (2021), and a concession stand. Lifeguards are on duty during operating hours. Buena Vista Pool opened on Memorial Day 1950 and the 2025 season will be the pool's 75th consecutive year of operation, making it the oldest continuously running pool in Allegheny County.
