Resolutions (Roll Call):
1. Motion to adopt Resolution 2026-24 amending the sewage treatment and conveyance monthly rate structure, with the base rate remaining at $53.50 per EDU with an increase of $3.65 to $21.95 per 1,000 gallons consumed in excess of zero gallons base rate per EDU. This is a pass-through due to the increase of treatment cost.

2. Motion to approve the Commissioners’ Meeting Minutes dated September 14, 2026.
3. Motion to set the date and time for “Trick or Treat” in Elizabeth Township as Saturday, October 31, 2026, from 6:00 pm – 8:00 pm.

4. Motion to approve the Township Bill Warrant dated October 5, 2026, in the amount of $677,781.35
5. Motion to approve the Sanitary Bill Warrant dated October 5, 2026, in the amount of $453,742.05.
6. Motion to distribute $74,212.27 in 2026 Volunteer Fire Relief Funding to the Township Volunteer Fire Departments as follows: $14,842.45 to the Buena Vista Fire Department, $14,842.45 to the Blaine Hill Fire Department, and $44,527.36 to the Elizabeth Township Fire Department #1.
7. Motion to approve the Proposal for Professional Engineering Services from HRG for the Duncan Station Pump Station Electrical Improvements, Design, Procurement & Construction Phase in the amount of $76,100.00, as recommended by the Sanitary Committee.
8. Motion to approve the Proposal for Professional Engineering Services from HRG for the SR 2010 Lovedale Road Sewer Relocation Design, Permitting & Construction Phase in the amount of $77,300.00 with 75% of this cost being paid by PennDOT, as recommended by the Sanitary Committee.
9. Motion to ratify the vote from September 30, 2026, to approve the Settlement and Release Agreement with Pennsylvania American Water Company and to authorize the proper township officials to sign all necessary documents.
10. Motion to ratify the vote from September 21, 2026, to approve the purchase of a 2026 Dodge Durango for the Police Department at a cost of $46,782.00. This cost will be reimbursed from a grant through Representative Kuzma's office.
11. Motion to amend the motion approved on September 14, 2026, to authorize the hiring of outside counsel to assist with the PUC appeal, changing the not-to-exceed amount from $5,000.00 to $15,000.00.
12. Motion to ratify the vote from September 23, 2026, to approve the Minimum Municipal Obligation for funding pension 02-517-6N.0062 (Sanitary) for the 2027 plan year at a cost of $0.00. The Township sent notification of this financial obligation to the Elizabeth Township Board of Commissioners on September 23, 2026.
13. Motion to approve Pay Application No. 10 from PDDM Solutions in the amount of $20,331.50 for work at the
Municipal Complex, contingent upon final approval from the Township Manager. This cost will be reimbursed through the 2023 LSA Grant and will be final pay application for this project.
14. Motion to hire Dominic Priore as a Class A Laborer at the wage established in the current Non-Uniform Collective Bargaining Agreement, as recommended by the Personnel Committee.
15. Motion to approve the School Facility Use Contract between Elizabeth Township and the Elizabeth Forward School District to hold the Town Hall Meeting at the Elizabeth Forward Middle School Auditorium on October 13, 2026.
16. Motion to approve Pay Application No. 2 from PDDM Solutions in the amount of $2,627.50 for work at the WMBU Club. The project is in relation to the 2024 LSA Grant, and this cost will be reimbursed by the WMBU Club.
17. Motion to approve payment to Pennsylvania State Workers’ Insurance Fund in the amount of $26,380.00 for policy period of 10/02/2026 – 10/02/2027 to provide workers' compensation coverage to our Township Volunteer Fire Departments.
