Resolutions (Roll Call):

1.       Motion to adopt Resolution 2026-12 approving the acquisition and subsequent disposition of a parcel of vacant property known as Block and Lot 876-M-68, in accordance with the Township’s comprehensive plan.

 

2.       Motion to adopt Resolution 2026-13 adopting the Allegheny County 2026 Hazard Mitigation Plan as the official Hazard Mitigation Plan of Elizabeth Township, as recommended by the Emergency Management Coordinator.

 

3.       Motion to adopt Resolution 2026-14 approving the agreement between the Agility Partner and Elizabeth Township.

 

4.       Motion to adopt Resolution 2026-15 to make application to the Greenways, Trails and Recreation Program through the Commonwealth Financing Authority in the amount of $267,533.00 to be used for site improvements to the Buena Vista Boat Launch recreational area

5.       Motion to approve the Commissioners’ Meeting Minutes dated April 6, 2026.

 

6.       Motion to approve the Commissioners’ Workshop Meeting Minutes dated April 20, 2026.

 

7.       Motion to make application to the Act 102, Section 902, Recycling Program Development and Implementation Grant through the Department of Environmental Protection for a gas-powered drum-style chipper in the amount of $65,000.00.

 

8.       Motion to ratify the submission of an application for membership in The Interlocal Purchasing System (TIPS), a cooperative purchasing program, for the purpose of expanding procurement options and ensuring compliance with applicable purchasing requirements.

9.       Motion to approve the Township Bill Warrant dated May 4, 2026, in the amount of $948,483.82.

 

10.   Motion to approve the Sanitary Bill Warrant dated May 4, 2026, in the amount of $419,404.43

 

11.   Motion to approve a $300 donation to the Kastan Uveges V.F.W. Post 7632 of Elizabeth Township, the Alonzo L. Weigle American Legion Post 553 of Elizabeth, and the V.F.W. Auxiliary Post 7632 of Elizabeth Township to help defray the costs of Memorial Day ceremonies.

 

12.   Motion to donate $150.00 to Saints Joachim and Anne Parish Community Festival.

 

13.   Motion to ratify the vote from April 7, 2026, to accept the quote from Nyles Falatek in the amount of $1,600.00 to install a gutter system on the rear of Building 3 at the Community Center. 

 

14.   Motion to ratify the vote from April 13, 2026, to purchase four outdoor metal tables at a cost of $3,000.00.  Two will be placed at Rhino Memorial field and two will be placed at Highland Meadows Park.  $2,000.00 has been donated by PA American Water and $1,000.00 has been donated by A&E Equipment.

 

15.   Motion to hire four Public Works Summer Help employees at a rate of $18.00/hour.

 

16.   Motion to approve the Proposal for Professional Engineering Services from HRG for Access Stairs – Final Design, Procurement & Construction Phase for the Buena Vista and Boston Pump Stations with an estimated fee of $42,900.00.

 

17.   Motion to sell the Public Works 2015 out-of-service dump truck on Municibid, with final approval from the Board of Commissioners.

 

18.   Motion to approve Reimbursement Payment No. 2 to Buena Vista Volunteer Fire Company in the amount of $25,559.50 under Grant Contract No. C000094667 through the Pennsylvania Department of Community and Economic Development for the replacement of the pool liner at Buena Vista Pool.

 

19.   Motion to approve Change Order #4 from PDDM Solutions in the amount of $4,600.00 for a change in the electrical scope for the Municipal Building.

 

20.   Motion to accept the quote from RC Haywood Refrigeration Inc. for the emergency disconnect and mast at the Duncan Station Pump Station in the amount of $9,500.00

 

21.   Motion to approve the grant agreement from the Pennsylvania Fish and Boat Commission in the amount of $148,200.00 for site improvements at the Buena Vista Boat Launch recreational area. This project requires a 53% match.

 

22.   Motion to renew Elizabeth Township’s yearly license with Esri’s ArcGIS in the amount of $3,861.00.  This renewal is valid for the term June 29, 2026, through June 28, 2027, and includes no price increase.

 

23.   Motion to accept a one-time payment of $20,000 to satisfy the following sanitary accounts:  ETS10032401, ETS10060903, ETS10032425, ETS10074241, ETS10032418, ETS10032377, ETS10063986, ETS10072119, ETS10073534, ETS10080477, ETS10086567, ETS10066969, ETS10058558, ETS10070393, ETS10087762

 

24.   Motion to approve the payoff of Loan 9015003671 for three Dodge Durangos in the amount of approximately $105,000.00 plus per diem interest, with final payoff to be confirmed at the time of remittance. This payment will be made from the Capital Reserve Account.          

 

25.   Motion to approve the payoff of Loan 9015005941 for a Western Star Dump Truck in the amount of approximately $95,000.00 plus per diem interest, with final payoff to be confirmed at the time of remittance. This payment will be made from the Capital Reserve Account.          

 

26.   Motion to approve the payoff of Loan 9015005768 for the Municipal Building Upgrades in the amount of approximately $190,000.00 plus per diem interest, with final payoff to be confirmed at the time of remittance. This payment will be made from the Capital Reserve Account.          

 

27.   Motion to approve the payoff of Loan 9015003781 for a Ford F250 in the amount of approximately $51,000.00 plus per diem interest, with final payoff to be confirmed at the time of remittance. This payment will be made from the Capital Reserve Account.          

 

28.   Motion to approve Pay Application No. 5 from PDDM Solutions in the amount of $6,644.77 for work at the Municipal Complex, pending final approval by the Township Manager. This cost will be paid from 2023 LSA Grant.

 

29.   Motion to approve the invoice from Barrier Protection Systems, Inc. in the amount of $3,869.65 for camera additions to the Boston Field House.

 

30.   Motion to amend the agenda.

 

31.   Motion to advertise for bids for Phase II of the Boston Multi-Purpose Project for parking lot paving at the Boston Ball Field. This will be through the 2024 LSA Grant.
