  1. Motion to adopt Resolution No. 2026-16 to establish the police pension plan employee contribution requirement as $0.00 for the year 2026.


  2. Motion to adopt Resolution No. 2026-17 authorizing the President of the Board of Commissioners to execute the agreement regarding the cost share for the Lovedale Road Sewer Line Relocation Project on behalf of Elizabeth Township and authorizing the Township Manager to attest the same.

  3. Motion to approve the Township exploring available funding options for Penneman Avenue Bridge and to authorize coordination with PennDOT for a road study, if needed, related to the bridge and surrounding roadway conditions

  1. Motion to approve the Township Bill Warrant dated July 6, 2026, in the amount of $758,576.47.


  1. Motion to approve the Sanitary Bill Warrant dated July 6, 2026, in the amount of $219,892.84.


  2. Motion to authorize the repair and maintenance of the outdoor bronze Weddell sign in an amount not to exceed $1,100.00.


  3. Motion to ratify the vote from June 10, 2026, to approve Pay Application No. 6 from PDDM Solutions in the amount of $63,284.11 for approved work at the Municipal Complex. This cost will be reimbursed from the 2023 LSA Grant.


  4. Motion to approve Pay Application No. 7 from PDDM Solutions in the amount of $7,589.05 for approved work at the Municipal Complex. This cost will be reimbursed from the 2023 LSA Grant.


  5. Motion to ratify the vote from June 4, 2026, to approve a donation in the amount of $100.00 to the Veterans of Foreign Wars of Blaine Hill event for a tee sign sponsorship, with payment made payable to Butler’s Golf Course.


  6. Motion to ratify the vote from June 10, 2026, to approve the necessary change order in the amount of $2,875.00 for the relocation and connection of the existing vent pipe at the Municipal Complex.


  7. Motion to approve the Memorandum of Understanding between the Elizabeth Township Police Department and Elizabeth Forward School District, establishing procedures to be followed when certain incidents occur on school property, at any sponsored activity, or on a conveyance as described in the Safe Schools Act.


  8. Motion to accept the recommendation of PDDM Solutions to award the Rich Maha Park contract to El Grande Industries in the amount of $336,710.80, and to authorize the appropriate Township officials to execute the necessary contract documents. Funding in the amount of $300,000.00 dollars comes from a GEDTF Grant.


  9. Motion to approve the agreement with the Pennsylvania Department of Transportation regarding the Cost Sharing Request for the Sanitary Line Relocation for the Lovedale Road Improvement Project, authorizing Elizabeth Township to offer payment of 25% of the actual cost to relocate and/or adjust Township sewer facilities, with PennDOT sharing in the remaining balance, subject to the terms outlined in the agreement.


  10. Motion to approve the Project Authorization with HRG for SR2010 Utility relocation for the Lovedale Sewer Line in the amount of $5,000.00.


  11. Motion to approve the agreement with HRG to provide engineering services in response to the Pennsylvania Department of Environmental Protection Corrective Action Plan and Schedule letter for the Wylie Run Pump Station, including Phase 01 CAP Reporting on a time-and-materials basis with an estimated fee of $7,500.00, and Phase 02 Flow Monitoring Coordination on a time-and-materials basis with an estimated fee of $18,600.00, for a total estimated fee of $26,100.00, and to authorize the appropriate Township officials to execute all necessary documents.


  12. Motion to approve the purchase of a $50.00 gift card for the South Hills Council of Governments fundraiser to support their community programs.


  13. Motion to ratify the vote from June 29, 2026, to approve the replacement of the rooftop air-conditioning unit serving the police side of the municipal building, due to compressor failure, age of the unit, and current extreme heat conditions, at a cost of $4,800.00, and to authorize the Township Manager to move forward with scheduling the replacement as soon as possible.


  14. Motion to approve the agreement with Evoqua Water Technologies for odor and corrosion control services at a cost of $3.21 per gallon for Bioxide and $450.00 per month for the VaporLink Rental. This agreement has no increase from the previous contract and includes a 30-day termination clause.


  15. Motion to approve a one-time adjustment for sanitary account ETS10014557 in the amount of $373.89.


  16. Motion to ratify the vote from July 1, 2026, to authorize a Memorandum of Understanding (MOU), as agreed upon by the Township Solicitor and the Union, granting the Public Works Supervisor, Foreman, Mechanic, and Class A Department of Public Works (DPW) employees who are scheduled to work on July 2, 2026, a paid day off to attend a funeral service.
