Resolutions:

1.      Motion to adopt Resolution 2025-27 amending the sewage treatment and conveyance monthly rate structure with base rate remaining at $53.50 per EDU with an increase of $1.65 to $18.30 per 1,000 gallons consumed in excess of zero gallons base rate per EDU. This is a pass-through due to the increases of treatment cost.

2.      Motion to adopt Resolution 2025-28 fixing the tax rate for year 2026 with no increase at 4.026 with 3.426 mills for general purpose and .6 mills for volunteer fire services.

Items for Consideration

3.      Motion to accept the recommendation of the Elizabeth Township Planning Commission and reapprove the subdivision request from EQT Production Company and EQT Artemis Production LLC to subdivide Lombardo parcel 1573-G-174 into three lots and convey portions of the two Everly parcels 1417-B-142 & 1572-C-23 to the new Lombardo lot. The properties exist in a R-1 zoning district.

4.          Motion to accept Grant 2025-GEDTF-183 for the Richard Maha Park Improvement Project in the amount of $300,000.00 dollars through the Commonwealth Finance Authority and administered through Redevelopment Authority of Allegheny County and Authorize the proper Township Officials to sign all necessary documents.

Expenditure Items (Roll Call Votes):

5.       Motion to approve Pay Application #2 from PDDM Solutions in the amount of $99,431.14 for work at the Buena Vista Fire Hall. This cost will be paid through the 2023 LSA Grant and Buena Vista Fire Hall.

6.       Motion to approve Pay Application #1 from PDDM Solutions in the amount of $58,939.60 for the Municipal Building Renovations. This cost will be paid through a 2023 LSA Grant.

7.        Motion to approve the payment of the insurance deductible in the amount of $1,500.00 for claim A00007267784.

8.       Motion to adopt the draft 2026 General Fund Budget as the final 2026 General Fund Budget.

9.       Motion to adopt the draft 2026 Sanitary Budget as the final 2026 Sanitary Budget.

10.   Motion to accept the Commercial Insurance Policy from Rupp & Fiore Insurance Management, Inc. (through the Wilson Baum Agency, Inc.) for the calendar year 2026 at an annual cost of $140,085.00. This represents a $6,979.00 increase in premium payments from 2025.

11.   Motion to ratify the approval to send three Commissioners, Township manager and Chief of Police to the 2026 Allegheny League of Municipalities Spring Education Conference at a cost not to exceed $6,500.00 dollars.
