Resolutions (Roll Call):

 

1.  Motion to ratify the vote from November 26, 2025, to adopt Resolution 2025-20 to make application to the Statewide Local Share Account for a grant in the amount $111,650.00 to purchase a 2025 Case SV280B Skid Steer for the Public Works Department.

 

2.  Motion to ratify the vote from November 26, 2025, to adopt Resolution 2025-21 to make application to the


Statewide Local Share Account for a grant in the amount $100,000.00 to pave the parking lot of the Blaine Hill Fire Department/Social Hall Parking lot.

 

 

3.  Motion to ratify the vote from November 26, 2025, to adopt Resolution 2025-22 to make application to the Statewide Local Share Account for a grant in the amount $225,701.00 to install a Dog Park and upgrade the current playground in the Boston Waterfront Area.

 

4.  Motion to ratify the vote from November 26, 2025, to adopt Resolution 2025-23 to make application to the Statewide Local Share Account for a grant in the amount $182,651.00 to provide for upgrades for Elizabeth Township Fire Department #1 at the Greenock and Central Stations.

 

5.  Motion to adopt Resolution 2025-24 to approve the Tax Anticipation Note with Brentwood Bank in the amount of

$1,200,000.00 with an interest rate of 4.99% with a maturity date of December 31, 2026.

 

6.  Motion to ratify the vote from November 26, 2025, to adopt Resolution 2025-25 to make application to the Statewide Local Share Account for a grant in the amount of $150,000.00 to conduct interior renovation and mechanical/electrical improvements to the WMBU Club.

 

7. Motion to adopt Resolution 2025-26 to make an application to Northwest Bank for a loan to purchase two 2026 Western Star 47X’s and upfitting for a 2025 Western Star 47x. The loan amount will not exceed $525,000.00.

8.  Motion to adopt Ordinance 983 amending the Local Service Tax Rate to $52.00 annually, with $47.00 allocated to Elizabeth Township and $5.00 allocated to the Elizabeth Forward School District.

12.  Motion to approve the Township Bill Warrant dated December 1, 2025, in the amount of $860,675.91.

 

13.  Motion to approve the Sanitary Bill Warrant dated December 1, 2025, in the amount of $2,158,878.28. This includes maturity bill payments of $377,771.25 for Sewer Revenue Bond 2019A; $312,200.00 for Sewer Revenue Bond 2019B; and $722,338.75 for Sewer Revenue Bond 2012.

 

14.  Motion to give each Elizabeth Township staff member a $100.00 holiday bonus as done in years past.

 

15. Motion to approve the 2026 annual dues for The Pennsylvania State Association of Township Commissioners in the amount of $2,761.61.


16.  Motion to approve a donation in the amount of $150.00 to the Elizabeth Forward School District for the Senior Citizen’s Breakfast.

 

17.  Motion to approve the deer removal service agreement between Elizabeth Township and Hoffman Kennels for the term January 1, 2026, to December 31, 2026, pending final review and approval of the solicitor.

 

18.  Motion to approve the dog control service agreement between Elizabeth Township and Hoffman Kennels for the term January 1, 2026, to December 31, 2026, pending final review and approval of the solicitor.

 

19.  Motion to promote employee 1068 to a Class C Patrolman effective December 5, 2025, in accordance with the current Police Collective Bargaining Agreement.

 

20.  Motion to approve the purchase of two 2026 Western Star 47X’s from Berman Truck Group at a cost not to exceed $450,000.00.

 

21.  Motion to ratify the vote from November 6, 2025, to approve Change Order #1 in the amount of $2,000.00 from PDDM Solutions for work at the Buena Vista Fire Hall. This will be paid through the LSA Grant and Buena Vista Fire Hall.

 

22.  Motion to approve the non-surface lease agreement between Elizabeth Township and EQT for parcel 1127-P-274.

 

23.  Motion to ratify the vote from November 7, 2025, to approve a one-time adjustment for sanitary account ETS10103231 in the amount of $21.73.

 

24.  Motion to pay invoice #1 from the 2025 Hot Paving Mix Program as reduced by change order #1 to Liberoni Contracting in the amount of $217,277.49 from Township Liquid Fuels Account.

 

25.  Motion to approve the contract between Elizabeth Township and Traffic Control & Engineering Co. in the amount of $305,965.75 for the Green-Light-Go Project at Lovedale & McKeesport Road - 70.91% of this cost will be reimbursed through the Green-Light-Go Grant.

 

26.  Motion to approve the PA American Water 2025 Winter Moratorium authorizing water shut off procedures from December 1, 2025, through March 31, 2026.

 

27.  Motion to approve the Easement Agreement between Elizabeth Township and Decarlo Fruit Market LLC, for the Green-Light-GO Project on Lovedale Road and authorize the proper Township Officials to sign all necessary documents.

 

28.  Motion to ratify the vote from November 21, 2025, to approve the Assignment Contract regarding the Polk Run Agreement for the Elizabeth Borough Municipal Authority to PA American Water and authorize the proper Township Officials to sign all necessary documents.

 

29.  Motion to advertise the 2026 Elizabeth Township Sanitary Budget.
