Public notice is hereby given that Elizabeth Township will receive sealed bids at the Township office, located at 522 Rock Run Road, Elizabeth, Pennsylvania 15037 until 1:00 P.M., prevailing time, on February 22, 2021 for the execution of Activities under the following Contract(s):


CONTRACT NO. 2020-2 Buena Vista Pump Station–General/Mechanical


CONTRACT NO. 2020-4 Buena Vista Pump Station-Electrical



Plans and specifications are on file at the Elizabeth Township municipal office and at the office of KLH Engineers, Inc., 5173 Campbells Run Road, Pittsburgh, PA 15205. Immediately after the closing time for receipt of bids, all bids will be publicly opened and read aloud at the office of Elizabeth Township, 522 Rock Run Road, Elizabeth, Pennsylvania.


Copies of the plans and specifications are on file for review at Accu-Copy Reprographics.

Copies of the bidding documents must be purchased at this location or online www.accu-copy.com at a non-refundable cost of $325.00 per set plus cost of shipping and handling.


A certified check payable to Elizabeth Township or a bid bond on the bid form executed by the Bidder and a surety company approved by the Owner, in a amount equal to ten percent (10%) of the bid, shall be submitted with each bid, to guarantee the Bidder’s entrance into a contract if given the award. Bids submitted without a bid bond will be considered nonresponsive and immediately rejected. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the Commonwealth of Pennsylvania or any applicable municipal ordinances. No bid may be withdrawn for one hundred twenty (120) calendar days after the scheduled closing time for receipt of bids.


A Pre-Bid Conference will be held at the office of Elizabeth Township at 1:00 P.M. on Monday, January 25, 2021 to review the details of project requirements. Attendance at this meeting is mandatory.



Contractor shall submit an E-Verify Program Verification in compliance with the Public Works Employment Verification Act 127 of 2012.


Attention is called to the fact that PENNVEST financing is being provided for this project through federal funds provided by EPA financial assistance dollars. Therefore, all contractors are required to pay not less than the minimum salaries and wages in compliance with Davis-Bacon and any other associated federal requirements. The CONTRACTOR shall ensure that employees and applicants for employment are not discriminated against because of their race, creed, color or national origin.


SUCCESSFUL BIDDING BIDDER awarded this contract shall provide a performance surety in the amount of one hundred percent (100%) of the Contract amount.
